Why review the Equal Opportunities Act?

A parliamentary exchange concerning opportunities for persons with disabilities and the implementation of existing obligations has provided an occasion to reconsider the broader framework of equality in Mauritius. MP Raviraj Beechook’s question concerned disability; this independent proposal examines the Equal Opportunities Act across society and aims to strengthen fairness for every Mauritian.

Purpose of the Bill

The Substantive Equality and Fair Opportunity Bill 2026 examines enforceable remedies, fair access to education and public services, objective recruitment and promotion, disability inclusion, safeguards against indirect discrimination, and proportionate interventions addressing demonstrable structural disadvantage. Its aim is to maintain national unity and meritocracy without creating permanent communal entitlements.

Guiding principle: Justice without favouritism. Equality without division. Opportunity without discrimination.
